Brief Overview

It gives me great pleasure to welcome you to the Faculty of Law & Government, HELP University College.

The Faculty of Law and Government is proud to have two departments under its wings, namely the Department of Law and the Centre for Fraud Management.

The Department of Law

The Department of Law takes great pride in its role as one of the leading providers of private legal education in Malaysia. The development of the Department has been guided by a firm commitment to academic and student welfare. Founded in 1986, it is one of the country’s first private law schools.

Since 1987, the Department has built up its expertise and has continued to pioneer developments. Today the, Department consists of a dedicated team of lecturers and administrators with over 300 students registered on the UK Degree Transfer Programme offered by the Department. Our UK Degree Transfer Programme has been recognized by some very prestigious and reputable universities in the UK. Some of our partners include the University of Manchester, Sheffield University, University of Exeter, Cardiff University, University of Wales, Aberystwyth, Liverpool University, University of Leeds, University of the West of England, Bristol, Northumbria University and the University of Hertfordshire.

Many of our students have distinguished themselves and done credit to the Law Department through their academic accomplishments. Law students from HELP have consistently achieved prize-winning performances, such as the Leo Abse & Cohen Prize (for best first year student) and the Sweet & Maxwell Prize (for best final year student) for three consecutive years.

Other awards includes the Lord Templeman Scholarships (from the University of West of England,Bristol) and the Levi Award (from the University of Wales,Aberystwyth). Our students have also won Book Prizes endorsed by the top law firms in Malaysia, namely the Shearn Delamore Award, the Shahrizat, Rashid and Lee Award, the Azim, Tunku Farik and Wong Award, the Chooi & Co Award, the Lee Hishammuddin, Allen & Gledhill Award, the Lee, Ong & Kandiah Award, the Rajes, Hisham, Pillai & Gopal Award, the Zul Rafique & Partners Award, the Haryati Deepak Award, the Othman Hashim and Co Award, the RamRais & Partners Award, the Zaid Ibrahim and Co Award and the Skrine Award.

The Law Department has also been actively involved in organising various seminars, conferences and public lectures, which have attracted high profile participation by leading academics, law practitioners and the Malaysian judiciary. The close rapport enjoyed by all members is another hallmark of the Department. This rapport encourages a congenial and responsive environment, within which an intellectually exacting and well-rounded legal education can be achieved.

Centre for Fraud Management

Established in 2006 from a visionary idea of HELP’s President and Co-Founder, Datuk Dr Paul Chan, the Centre for Fraud Management was established by HELPUniversityCollege to provide practical training and education for field professionals in the areas of fraud management. Currently the Director and Chief Trainer of this center is Encik Akhbar Haji Satar, who has more than 25 years of investigative experience. Prior to taking this position, Encik Akhbar has served in a number of senior positions at the Malaysian Anti-Corruption Agency (ACA), such as the Director of Training and a number of different states' director. He is a Certified Fraud Examiner (CFE) and a Certified Forensic Polygraph Examiner. The training courses and workshops available through our centre are specifically designed and developed to ensure that quality training is available to industry professionals. The centre also provides tailor made courses and workshops to serve the needs of individual agencies and clients. This centre is also involved in promoting the Malaysian Chapter for the Association of Certified Fraud Examiners (ACFE). With the World HQ located in Texas, USA the ACFE is an anti-fraud association with nearly 45,000 members worldwide. ACFE provides anti-fraud trainings and education with the aim to reduce business fraud incidents.

To add another feather to its cap, HELP is introducing for the first time a Master of Science in Economic Crime Management which will be offered in 2009. The Masters program is an 18 months program catering for working adults engaged in fraud prevention and management. There will be 12 modules offered and each module will be facilitated by a blend of experienced practitioners directly involved in the relevant industry as well as qualified academics to provide a useful and high quality program that would enhance the student’s knowledge in this niche area. The program covers all the main areas of study required for an understanding of criminology as well as current issues related to economic crime such as white collar crimes, business crimes and corporate crimes. The Centre is also very proud of its affiliations with Utica College, New York and the University of Teeside, UK.

The Faculty of Law & Government is also very proud of its initiatives in enhancing its Research & Publications by producing the HELP Law Review and the Student Law Journal on an annual basis. This year, the Centre for Fraud Management will also be publishing the International Journal on Fraud & Economic Crime, the first of its kind in this region.
